The University of Washington School of Medicine (SoM) is nationally and internationally recognized for excellent programs in clinical care, teaching and research activities. The School is part of UW Medicine which includes the University of Washington Medical Center (UWMC), Harborview Medical Center (HMC), Northwest Hospital (NWH) and Valley Medical (VMC). The Association of University Physicians d/b/a University of Washington Physicians (UWP), including its membership in The Association of Children’s Hospital and Regional Medical Center and University Physicians d/b/a Children’s University Medical Group (CUMG) and UW Physicians Network (UWPN). In addition, the School has numerous clinical affiliations with other entities such as Children’s Hospital and Regional Medical Center, the Fred Hutchinson Cancer Research Center and the Veterans Affairs Puget Sound Health Care System.
The Dean of Medicine has an outstanding opportunity for a full-time Senior Financial Analyst. The Budgets and Financial Reporting Department, Office of the Dean provides financial oversight and analysis of the Dean’s Office departments as well as academic departments’ financial activities within the SoM. Under the general direction of the Director for Financial Reporting and Budgeting the Senior Financial Analyst serves as a flexible resource that works independently to examine and analyze fiscal and/or administrative records, institutional practices and procedures. The Senior Financial Analyst reports to management on results, provides risk assessments, and recommends training and improvement in operations. This position has a wide range of responsibilities to include directing and implementing special projects of academic departments, monitor and oversee administrative support during transitional times, financial reporting and analysis, operational assessments, revenue enhancement and expense reduction reviews. The scope of the position will also include involvement in budget preparation, budget management and review, complex analysis relating to research activities (such as indirect cost modeling), and financial reporting systems project investigation, documentation of business requirements and needs analysis, and implementation. This position acts in an advisory capacity to senior management in the School providing research and analytical support on important financial issues, and negotiations with affiliate institutions, and must demonstrate effective project management analysis and sound business judgment.
This position is responsible for identifying and implementing solutions to business issues in the SoM. This includes accumulating, synthesizing and integrating information to make independent decisions and take individual action in support of and in the absence of the Director. This position is expected to proactively seek information from a variety of internal SoM departments, divisions and executive-level individuals, and, on occasion, external organizations. The job includes multiple and rapidly changing daily work priorities/deadlines in a dynamic environment.
This position provides critical input and makes assessments of business activities that will affect the preparation of annual UW Medicine Central Budget/Dean’s Office and academic department budgets in accordance with SoM and University procedures and timetables. The position will analyze variances from said budgets and make recommendations for action to maintain and/or improve the financial performance of the SoM.
This position directly impacts the financial decisions made by School of Medicine executive management. The issues are normally complex and there may not be precedent for the situation. The Senior Financial Analyst will influence policy and procedure, as well as operational and strategic decisions.
DUTIES AND RESPONSIBILITIES
Internal Consultant/Project Manager: 40%
  • Consult with SoM and UW Medicine Central Budget Senior Management and appropriate departments to identify and define key issues and areas of concern.
  • Examine and analyze fiscal and/or administrative records, and institutional practices and procedures for compliance with internal and external regulations and policies.
  • Examine controls, analyze for effectiveness, develop plan for improvement if necessary and review with management.
  • Review operations for efficiency and propose improvements if appropriate.
  • Report to management on investigation results, provide risk assessments, and make recommendations for improvement in operational policies and procedures, and make recommendations for training.
  • Review account reconciliations and financial reports in areas such as SoM, Dean's Office, UW Medicine Central Budget, Administration & Finance, and research grants.
  • Consult with the department(s) or areas being reviewed to establish an appropriate management/oversight structure for the project as is appropriate.
  • Develop and negotiate recommendations to the School/Department’s senior management, which provide necessary guidance and resolution to identified problems. These must also be responsive to the needs articulated by the department(s) where each project is based.
  • Serve as the primary contact to coordinate and oversee the implementation of recommendations.
    Strategic Financial Planning: 40%
  • Assist with the development of various strategic financial plans for the SoM departments and key Dean’s Office departments.
  • Preparation of business analyses, proposals and implementation plans for new programs.
  • Analyze changes to existing programs.
  • Support the Director in coordinating presentations of strategic financial plans throughout the SoM and outside entities.
    Analysis of Administrative Systems Development: 10%
  • Analyze the implementation of administrative systems.
  • Provide and coordinate revisions to those systems.
  • Act as a resource to the Director in the development, coordination and implementation of new or revamped administrative systems.
  • Manage project teams comprised of departmental personnel, finance and administration personnel, and information systems staff.
    Audits and External Information Requests: 10%
  • Work closely with the Director to coordinate reports necessary for external/internal audits and to produce special requests for information by entities external to UW Medicine.
    MINIMUM REQUIREMENTS
  • Bachelor’s degree in Accounting, Business Administration or other related field or equivalent experience.
  • Five or more years demonstrated experience in business planning, financial analyses, and strategic planning.
    Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
    ADDITIONAL REQUIREMENTS
  • Computer proficiency with spreadsheets, word processing and databases in a Windows environment.
  • Ability to interpret and communicate to others complex policies and procedures.
  • Proven leadership and strong communication skills.
  • Demonstrated experience working in large, highly structured environments.
  • Ability to work independently with a high degree of reliability, accuracy and productivity.
  • Ability to handle confidential information responsibly.
  • Demonstrated ability to maintain harmonious working relationships and effectively address complex and sensitive administrative issues.
  • Proven track record in exercising discretion and independent judgment effectively in decision-making processes.
  • Demonstrated experience of successful handling of multiple projects with critical deadlines.
  • Functional working knowledge of project management principles.
    DESIRED QUALIFICATIONS
  • Two years’ experience in a major medical school or academic medical center, including experience in financial operations management.
  • Specific knowledge of the University of Washington’s financial accounting, purchasing, capital equipment, grant and payroll systems.
